I N D E S T R U C T I B L E

There was a time, long ago, in which the study of everything related to the then mysterious unidentified flying objects, was seriously addressed by different people in different countries.

Also at that time were formed groups that took on the task of trying to solve the mystery.

It was the beginning of what was later known as the "UFO phenomenon".

The challenge was huge.

All these people and groups had to create procedures, forms, codes and criteria to study cases occurring in their countries, besides to establishing contact with different people and organizations specialized in areas that possibly would be useful when a case had to be studied.

There was also a need to interview potential witnesses to an observation "in situ" implying often not an easy task.

Some places were very difficult to access because of its location. Witnesses may have had their experience in the city, in the countryside, in places far from population centers or even on an island far from the coast, for example.

Also there was a need to liaise with other national and international groups as well as foreign researchers.

It was also very important the dissemination through the media about the results of the investigations and to provide correct information on the subject in general.

Already at that time had appeared the opportunists of every occasion, the "mystical" and believers in the extraterrestrial origin of the enigmatic "objects" ... so it was a duty to confront them in order to put things in the right terms.

The task was very demanding.

It was a time of great creativity, activity, efforts and personal sacrifices but thanks to that many cases were clarified and a way was opened for those who were seriously interested in the topic to follow on.

The C.I.O.V.I. (Unidentified Flying Objects Investigation Center) of Uruguay was one of the first research groups to face the task responsibly.

Pioneer in the country, it was recognized worldwide by other similar organizations and relevant researchers.

Not long ago, in documents declassified by the U.S. authorities, the Center and some of its investigated cases appeared mentioned in the famous "Project Blue Book".

C.I.O.V.I. ran from 1958 until 2008 when it ceased its activities.

Yet even today (2012) there are those who turn to the Center for an explanation to their observations, pictures, etc.. of "strange" things that they relate to "UFOs”....

They do this by writing to addresses that were registered on the Internet, not knowing that this Center as such no longer exists.

This correspondence is derived immediately to GEFAI as some members C.I.O.V.I. currently make up this new group and there proceed to the study of these cases, thus fulfilling the required task originally done by the Center.

This has happened often and I have the feeling it's going to continue to happen ...

As we often talk among still active members of the Center who make up the GEFAI: CIOVI refuses to disappear ... and jokingly we say that not even Kryptonite could destroy it.

Hubo una época, hace ya bastante tiempo, en que el estudio de todo lo relacionado con los entonces misteriosos objetos voladores no identificados, fue encarado seriamente por distintas personas en diferentes países.

También en ese entonces se formaron grupos que asumieron la tarea de intentar resolver el misterio.

Era el principio de lo que posteriormente fue denominado como el “Fenómeno ovni”.

El desafío era enorme.

Todas estas personas y grupos tuvieron que crear procedimientos, formularios, codificaciones y criterios para estudiar los casos que ocurrían en sus países, además de establecer contactos con distintas personas u organizaciones especializadas en áreas que posiblemente serían de utilidad cuando se estudiara algún caso.

Además había que entrevistar a los eventuales testigos de una observación “in situ” lo que implicaba muchas veces una tarea nada fácil.

Algunos lugares eran de muy difícil acceso por su ubicación. Los testigos podían haber tenido su experiencia en la ciudad, en el medio del campo, en lugares alejados de centros poblados o hasta en una isla distante de la costa, por ejemplo.

Además había que mantener contacto con otros grupos nacionales e internacionales así como con investigadores extranjeros.

También era muy importante la divulgación a través de los medios de prensa sobre los resultados de las investigaciones y la información correcta sobre el tema en general.

Ya en esa época habían aparecido los oportunistas de siempre, los “misticos” y los creyentes en la procedencia extraterrestre de los enigmáticos “objetos”...por lo que también se los debía enfrentar para poner las cosas en sus justos términos.

La tarea era muy demandante.

Fue un tiempo de mucha creatividad, actividad, esfuerzos y sacrificios personales pero gracias a ello muchos casos pudieron aclararse y se abrió un camino para que aquellos que se interesaran seriamente en el tema lo pudieran seguir.

El C.I.O.V.I. (Centro de Investigación de Objetos Voladores Inidentificados) del Uruguay, fue uno de los primeros grupos que encararon la investigación de forma responsable.

Pionero en el país, fue reconocido en todo el mundo por otras organizaciones similares y por investigadores de relevancia.

Hace no mucho tiempo, en documentos desclasificados por las autoridades estadounidenses, este Centro y algunos de sus casos investigados aparecen

mencionados en el famoso “Project Blue Book”.

El C.IO.V.I. funcionó desde el año 1958 hasta el 2008 año en que cesó sus

actividades.

Sin embargo aun hoy (año 2012) hay quienes recurren a él en busca de una explicación para sus observaciones, fotografías, etc. de cosas “extrañas”que relacionan con “ovnis”....

Lo hacen escribiendo a direcciones que quedaron registradas en Internet, sin saber que este centro como tal ya no existe.

Esa correspondencia se deriva inmediatamente al G.E.F.A.I.  ya que algunos miembros del C.I.O.V.I. actualmente integran este nuevo Grupo y allí se procede al estudio de esos casos, cumpliendo así con la tarea requerida originalmente al Centro.

Esto ha pasado frecuentemente y tengo la sensación de que va a seguir ocurriendo...

Como solemos comentar entre los miembros todavía activos del Centro que integramos el G.E.F.A.I.: el C.I.O.V.I. se resiste a desaparecer...y en broma afirmamos que no lo destruye ni la Kryptonita

SEARCH FOR HIGH-PROPER MOTION OBJECTS

Search for high-proper motion objects with infrared excess      by Massimo Teodorani 

The hypothetic possibility of migration inside the galaxy and that some particularly advanced ( Type II) civilizations are able to build huge “arks” in order to use them both as stable habitats and as transfer interstellar vehicles has been ventured by several scholars in the last 30 years [1]. It is quite logical to hypothesize that such civilizations are able to predict with much more accuracy than us the approximate date of the onset of the giant phase of their mother star, in order to be able to build in useful time large-dimension mobile colonies and/or smaller spacecrafts containing aboard samples of DNA and other cryogenically maintained biological material to be activated at a later phase. If technologically-driven migration is a sufficiently frequent process in our galaxy and if it is operational since a long time compared to the age of the galaxy, the possibility that some of such arks or probes have reached the Solar System might be non-zero [2]. Such objects are expected to be characterized by a high angular velocity and – exactly like Dyson Spheres – a possibly strong infrared emission due to energy loss from their power supply system. A minority of the various unrepeated radio signals that have been recorded so far by SETI observations might be due to a source of non-intentional microwave emission that is occasionally captured by the antenna lobe. It is possible to elaborate a pragmatic strategy that is able to permit radio SETI researchers to promptly search for the suspected signal by pointing the antenna to gradually larger concentric circles on the celestial sphere, in order to attempt to receive the signal again and then to be able to determine the orbit of the transient radio source, which then can be accurately tracked. Evidently if this happens the source can then be also accurately measured using infrared space telescopes and X-ray and/or Gamma-ray space telescopes in order to verify if the source is able to produce occasional outburst of energy too. All of this research is within the effective capability of current monitoring technology.

CURRICULUM VITAE
Dr. Massimo Teodorani is an astrophysicist. He received his Ph.D. in Astronomy in 1992 from the Bologna University with a specialization in stellar physics. Between 1995 and 2005 he has been working as a researcher at the Naples Observatory and at the INAF Medicina Radiotelescopes. Being experienced both in optical and radio astronomy, he carried out studies on eruptive stars, exoplanets and SETI. He is also an expert of the physics of anomalous plasma phenomena of geophysical interest. Recently he taught quantum physics at the Bologna University. He is author of 16 science divulging books.

LA BÚSQUEDA DE OBJETOS CON ALTO MOVIMIENTO PROPIO

La búsqueda de objetos con alto movimiento propio con exceso infrarrojo – por Massimo Teodorani

Ponencia oral  aceptada y presentada el 27 de Septiembre de 2012 en el IV Simposio Buscando Señales de Vida de la Academia Internacional de Astronáutica, realizado en la República de San Marino, del 25 al 28 de Septiembre de 2012.

La hipotética posibilidad de migración dentro de la galaxia y de que ciertas civilizaciones particularmente avanzadas (>_ Tipo II) sean capaces de construir gigantescos “arcos” a fin de usarlos tanto como habitáculos permanentes así como para transferir vehículos interestelares ha sido aventurada por varios eruditos en los últimos 30 años [1].  Es muy lógico plantear la hipótesis de que tales civilizaciones sean capaces de pronosticar con mucho más precisión que nosotros la fecha aproximada de la entrada de la fase gigante de su estrella madre, a fin de ser capaces de construir en tiempo útil colonias móviles de grandes dimensiones y/o aparatos espaciales más pequeños conteniendo abordo muestras de ADN y otro material biológico mantenido criogénicamente par ser activado en una fase posterior. Si la migración determinada por la tecnología es un proceso suficientemente frecuente en nuestra galaxia y si está operacional desde hace mucho tiempo comparado con la edad de la galaxia, la posibilidad de que alguno de esos arcos o sondas haya llegado al Sistema Solar deberá ser no-cero [2].  Tales objetos se espera que se caractericen por una alta velocidad angular y –exactamente como las Esferas Dyson— una posiblemente fuerte emisión infrarroja debido a la pérdida de energía de su sistema de provisión de poder.  Una minoría de las variadas señales de radio no repetidas que se han registrado hasta ahora por las observaciones de SETI podría deberse a una fuente de emisión de microondas no-intencional que ocasionalmente es captada por el lóbulo de la antena.  Es posible elaborar una estrategia pragmática que sea capaz de permitir a los investigadores de SETI radio buscar prontamente la señal sospechosa apuntando la antena a círculos concéntricos gradualmente más grandes en la esfera celeste, a fin de intentar recibir la señal nuevamente y entonces ser capaces de determinar la órbita de la fuente de radio transitoria, que entonces puede ser rastreada con precisión. Evidentemente si esto sucede también se puede medir con precisión la fuente  usando telescopios espaciales infrarrojos y telescopios espaciales de rayos X y/o de rayos Gamma a fin de verificar si la fuente es capaz de producir también un ocasional estallido de energía. Toda esta investigación está dentro de la capacidad efectiva de la actual tecnología de monitoreo.

El Dr. Massimo Teodorani es astrofísico. Recibió su doctorado en Astronomía en 1992 en la Universidad de Bolonia, con especialización en física estelar. Entre 1995 y 2005 ha estado trabajando como investigador en el Observatorio de Nápoles y en el Radiotelescopio del INAF en Medicina. Teniendo experiencia tanto en astronomía óptica y radioastronomía, llevó estudios sobre estrellas eruptivas, exoplanetas y SETI. También es un experto en la física de fenómenos anómalos del plasma de interés geofísico. Recientemente enseño física cuántica en la Universidad de Bolonia. Es autor de 16 libros de divulgación científica.

U.A.P.S.G.- G.E.F.A.I. NEW MEMBER

We are glad to announce that Mr. Luis Emilio Annino, from the Province of Mendoza, Argentina, is a new member of our Group.

News in the media caught his attention about the U.A.P. subject when he was just 7 years old, as it has happened with many of us.

Later in his life, he has dedicated to read a lot about Aeronautics, Astronautics, Geopolitics and Defense.

Currently he is giving classes of Geography and History, and he is preparing his last thesis on Geography to obtain his Master degree.

Now he is active in the U.A.P. field. In October 2010 he started his own blog under the title of “Órbita Cero Mendoza” (Mendoza Zero Orbit) as a way to publish news about the subject. 

He is a member of CEFORA, a Commission which tries to obtain the declassification of Argentinean military documents related to U.A.P. cases, and in January of 2012 he started a deliberative group, connected with similar groups in his country and Le Répas Ufologique directed by Gérard Lébat in France.

Currently they are organizing sky watch operations in places considered “hot” for the potential presence of U.A.P.s.

We welcome Mr. Annino to the U.A.P.S.G., and we look forward to work together, relying on his talent and also to have his contributions to our blog.
