G.E.I.P.A.N.

The French G.E.I.P.A.N. (UAP research and information group) has one of the most interesting Web pages dedicated to the study and analysis of the Unidentified Aerial Phenomena that we can find in the Internet.

Regretfully it is only written in French and English.

Among the things that the original GEPAN, later SEPRA, and more recently GEIPAN has produced along the time, there are important publications dealing with different issues of its work and about the UAPs themselves.

El G.E.I.P.A.N. francés, (Grupo de Estudio e Investigación de FAN) tiene una de las páginas Web más interesantes dedicada al estudio y análisis de los Fenómenos Aéreos No-identificados que podamos encontrar en la Internet.

Lamentablemente sólo está escrita en francés e inglés.

Entre las cosas que el original GEPAN, luego SEPRA, y más recientemente GEIPAN ha producido a lo largo del tiempo, hay importantes publicaciones que tratan sobre diferentes aspectos de su trabajo y sobre los propios F.A.N.

COLLISION OF SATELLITES IN SPACE

Following collision of satellites, UN space office calls for preventive steps

The United Nations Office for Outer Space Affairs (UNOOSA) today called all Member States and international organizations to fully implement measures to curb space debris following the collision of an inactive Russian satellite with an operational one from the United States.

“The prompt implementation of appropriate space debris mitigation measures is in humanity’s common interest, particularly if we are to preserve the outer space environment for future generations,” said the Director of UNOOSA, Mazlan Othman.

UN space debris mitigation guidelines call, among other things, for limiting the long-term presence of spacecraft and launch vehicles in low-Earth orbit (LEO), up to some 1,600 kilometres (1,000 miles) above Earth’s surface, after the end of their mission. Such craft should be removed from orbit in a controlled fashion. If this is not possible, they should be disposed of in orbits that avoid their long-term presence in the LEO region.

The inactive Russian communications satellite Cosmos 2251 and the operational US satellite Iridium 33 collided at an altitude of some 790 kilometres (500 miles) above the Earth on 10 February, creating a cloud of nearly 700 pieces of space debris. Space debris remains in orbit for a considerable length of time and poses a risk to spacecraft orbiting Earth.

The guidelines outline space debris mitigation measures for mission planning, design, manufacture and operational (launch, mission and disposal) phases of spacecraft and launch vehicles. Many Member States have incorporated the voluntary guidelines through national mechanisms.

 

COLISIÓN DE SATÉLITES EN EL ESPACIO



La Oficina del Programa de Desechos Orbitales de la NASA ha contado aproximadamente 17.000 objetos de más de 10 centímetros, y calcula que hay más de 200.000 partículas de entre uno y 10 centimetros. Los objetos de desecho mostrados aquí son una versión artística basada en la información de la densidad real. Los objetos se muestan en un tamaño exagerado para hacerles visibles en la escala mostrada. (Agencia Espacial Europea)



Luego de la colisión de satélites, la oficina espacial de la ONU convoca a dar pasos preventivos

La Oficina para Asuntos del Espacio Exterior de las Naciones Unidas (UNOOSA) convocó a todos los Estados Miembro y organizaciones internaciones a aplicar en forma completa medidas para reducir la chatarra espacial luego de la colisión de un satélite ruso inactivo con uno operacional de los Estados Unidos.

“La rápida implementación de medidas apropiadas para mitigar la chatarra es en el interés común de la humanidad, particularmente si hemos de preservar el ámbito del espacio exterior para futuras generaciones” dijo el Director de UNOOSA, Mazlan Othman.

Las pautas de la ONU para mitigar la chatarra espacial plantean, entre otras cosas, limitar la presencia a largo plazo de naves espaciales y vehículos de lanzamiento en órbita terrestre baja (OTB, LEO en inglés), hasta los 1.600 kilómetros por sobre la superficie de la Tierra, luego que hayan terminado su misión. Tales aparatos deben ser sacados de órbita de manera controlada. Si esto no es posible, deben ser ubicados en órbitas que eviten su presencia a largo plazo en la región OTB.

El satélite de comunicaciones ruso inactivo Cosmos 2251 y el satélite estadounidense operacional Iridium 33 chocaron a una altura de unos 790 kilómetros sobre la Tierra el 10 de Febrero, creando una nube de cerca de 700 piezas de chatarra espacial.  La chatarra espacial permanece en órbita por tiempo considerable y plantea un riesgo para aparatos espaciales que orbitan la Tierra.

Las pautas destacan las medidas de mitigación de chatarra espacial para la planificación de una misión,  el diseño, la fabricación y las fases operacionales (lanzamiento, misión y desecho) de naves espaciales y vehículos de lanzamiento. Muchos Estados Miembro han incorporado estas pautas voluntarias a través de mecanismos nacionales.

“STRATAGEM”: THE LAST NOVEL OF JACQUES VALLÉE

“Stratagem” is the last novel written by the prolific Dr. Vallée that once again deals with the UFO subject.(Documatica Research, LLC, California, 2007, 220 pages).

To my great surprise, Colares, in the Amazonian region of Brazil, is the hot spot chosen for the beginning and the end of the novel.

Those who frequently read these pages have been able to know about what happened in Colares during 1977. (See: “Colares (Brazil), Caronia (Italy) A Challenge  to UAPSG Members” – published on September 19, 2008).

Well, something extraordinary happened in Colares to the main characters of this novel, and they develop a plan –the stratagem of the title—to know who’s behind what they experienced.

One of the weakness of the novel is that the stratagem is finally known by too many people, when the intelligent thing should have been to keep it as secret as possible.

In itself, it remembered me in certain way the “Operation Lure” suggested by Donald Keyhoe in his book “Aliens from Space”. 

But the approach here is not mythical and naïve as the one suggested by Keyhoe that expected to attract presumed extra-terrestrials.

Here the stratagem is directed to those guys who appear to have something to do with the UFOs, and try to control the whole issue.

Who are those rude thugs that are even capable to kill someone in order to keep a secret? Whom do they work for? And why they do so?

This serves as a pretext for Vallée who takes the opportunity to share with the readers some other pieces of his ideas about the official investigation of the UFO phenomenon by the US authorities, and by others.

The novel shows how it is possible to create a faked UFO landing, and all the consequences –some of them foreseeable, some of them not— that the event will create, and how it becomes an unstoppable snow ball that runs throughout the world. Exactly what had happened with many “UFO cases”.

And also there is an explanation about what happened in a place near Roswell, which goes not exactly but quite along with what I wrote in my latest book.

I will not say a word about the nature of the strange phenomena seen in Colares, because it would be like revealing who is the assassin in a police novel.

But I cannot end this brief comment without saying that one of the most interesting ideas suggested by Vallée is that the investigation of the UFO phenomenon has been transferred from the official to the private sector. 


And also that the organization that develop such a task with a worldwide scope, has not the headquarters in the USA but in Belgium.

“STRATAGEM” LA ÚLTIMA NOVELA DE JACQUES VALLÉE

“Stratagem” (Estratagema) es la última novela escrita por el prolífico Dr. Vallée, que una vez más trata acerca del tema OVNI. (Documática Research, LLC, California, 2007, 220 páginas).

Para mi gran sorpresa, Colares, en la región amazónica de Brasil, es el punto álgido elegido para el comienzo y el final de la novela.

Quienes leen frecuentemente estas páginas han podido conocer acerca de lo que sucedió en Colares durante 1977 (Ver: “Colares (Brasil) y Caronia (Italia) Un Desafío a los Miembros del GEFAI” – publicado el 19 de Septiembre de 2008).

Bueno, algo extraordinario les sucedió en Colares a los principales personajes de esta novela, y ellos desarrollan un plan –la estratagema del título— para saber quién está detrás de lo que ellos experimentaron.

Una de las debilidades de la novela es que la estratagema es finalmente conocida por demasiadas personas, cuando lo inteligente habría sido mantenerla tan secreta como fuese posible.

En sí misma me hizo acordar en cierta forma a la “Operación Señuelo” sugerida por Donald Keyhoe en su libro “Los Desconocidos del Espacio”.

Pero el enfoque aquí no es mítico e ingenuo como el sugerido por Keyhoe que esperaba atraer a presuntos extraterrestres.

Aquí la estratagema está dirigida a esos tipos que parecen tener algo que ver con los OVNIs, y que tratan de controlar todo el tema.

¿Quiénes son esos rudos matones que aún son capaces de matar a alguien a fin de mantener un secreto? ¿Para quién trabajan? ¿Y por qué hacen eso?

Esto sirve como pretexto para Vallée, quien aprovecha la oportunidad para compartir con los lectores algunas otras partes de sus ideas acerca de la investigación oficial del fenómeno OVNI por las autoridades de Estados Unidos, y por otros.

La novela muestra cómo es posible crear un falso aterrizaje de un OVNI, y todas las consecuencias –algunas previsibles y otras no—  que el suceso creará, y cómo deviene en una imparable bola de nieve que recorre todo el mundo. Exactamente lo que ha pasado con muchos “casos OVNI”.

Y también hay una explicación de lo que ocurrió en un lugar cercano a Roswell, que va no exactamente pero bastante en línea con lo que escribí en mi último libro.

No voy a decir una palabra sobre la naturaleza de los extraños fenómenos observados en Colares, porque sería como revelar quién es el asesino, en una novela policial.

Pero no puedo finalizar este breve comentario sin decir que una de las más interesantes ideas sugeridas por Vallée es que la investigación del fenómeno OVNI ha sido transferida del sector oficial al privado.

Y también que la organización que desarrolla esa tarea con alcance mundial, no tiene su sede central en Estados Unidos, sino en Bélgica.

Si se quiere saber más, simplemente hay que leer la novela.

GERMÁN S. VÁZQUEZ : all the CIOVI experience, in Uruguay


Although the date of the official beginning of the Centro de Investigación de Objetos Voladores Inidentificados, C.I.O.V.I. (Unidentified Flying Objects Investigation Center) is on April 29, 1958, there was a group of people working before then. Those people met together, made plans, and were the ones that announced publicly that were ready to create an organization in Uruguay.

Among those who attended the meetings and thought about creating CIOVI was Germán Sergio Vázquez Quartiani.

He was one of the co-founders of CIOVI along with other people like Hermann Jegerlehner, Vicente Curci, Walter A.Cifarelli and who signs this note.

While along the years –and were decades!—some people left CIOVI, others remained in the front line of the field investigation, case studies, and analysis of the whole subject.  Therefore accumulating experience and expertise like no one else in Uruguay.

Among those who remained were Hermann Jegerlehner, and Germán Vázquez.
Regretfully, Jegerlehner died prematurely in 1989. That was the same year in which the undersigned went to live in the United States.

Of course there were other people who worked in CIOVI, but of those co-founders the only one that remained in Uruguay as an active member of the Center, is my great friend Germán Vázquez.

In our regular activities, we were all leaders but we divided our work accordingly with our personal abilities and inclinations.  

Vázquez was a very effective interrogator in the area of the field investigation dealing with witnesses, and also in the selection of people who wanted to join the Center.

He was also a meticulous recorder of the data belonging to a case, a very skilled drawer, an incisive analyst of the cases we investigated, and a hard worker preparing audio and visual material for our public lectures and radio broadcasting programs.

He has also a fine sense of humor, particularly reflected when he deals with anecdotes of our work.

Germán Vázquez is the living presence of the best of CIOVI in Uruguay.

He has been interviewed many times by the press and also figures in “Páginas Perdidas de la Historia Uruguaya”, a book  published in December 2008.

Now he is thinking on writing a book about UFOs seen through the 50 years of the pioneering activities of CIOVI.

If he decides to do so, we are ready to bring him all our possible support and in the meantime we are proud to have him as one of the first members of our Group.

GERMAN S. VÁZQUEZ: toda la experiencia del CIOVI, en Uruguay


Aunque la fecha del comienzo oficial del Centro de Investigación de Objetos Voladores Inidentificados (C.I.O.V.I.) es el 29  de Abril de 1958, hubo un grupo de personas trabajando antes de entonces. Esas personas se reunieron, trazaron planes, y fueron las que anunciaron públicamente que estaban listas para crear una organización en Uruguay.

Entre quienes asistieron a esas reuniones y pensaron en crear el CIOVI estaba Germán Sergio Vázquez Quartiani.

Él fue uno de los co-fundadores del CIOVI junto a Hermann Jegerlehner, Vicente Curci, Walter A. Cifarelli y quien firma esta nota.

En tanto a lo largo de los años --¡y fueron décadas!—algunas personas dejaron el CIOVI, otras permanecieron al frente de la investigación de campo, el estudio de casos, y el análisis de todo el tema, acumulando por lo tanto experiencia y pericia como nadie más en Uruguay.

Entre quienes permanecieron estuvieron Hermann Jegerlehner y Germán Vázquez. Lamentablemente, Jegerlehner falleció prematuramente en 1989. Ese fue el mismo año en que quien suscribe pasó a vivir en Estados Unidos.

Por supuesto que hubo otras personas que trabajaron en el CIOVI, pero de aquellos co-fundadores el único que permaneció en Uruguay como un miembro activo del Centro, ha sido mi gran amigo Germán Vázquez.

En nuestras actividades regulares, todos éramos dirigentes pero dividíamos nuestras tareas de acuerdo a nuestras habilidades e inclinaciones personales.

Vázquez era un muy efectivo interrogador en el área de la investigación de campo, al tratar con testigos, y también en la selección de personas que querían pertenecer al Centro.

Él fue también un meticuloso registrador de los datos pertenecientes a un caso, y un muy hábil dibujante, un incisivo analista de los casos que investigamos y un intenso trabajador al preparar material de audio y visual para nuestras conferencias públicas y nuestros programas de radio.

Él tiene un fino sentido del humor, que se refleja particularmente en las anécdotas de nuestro trabajo.

Germán Vázquez es la presencia viva de lo mejor del CIOVI, en Uruguay.

Él ha sido entrevistado varias veces por la prensa y también figura en “Páginas Perdidas de la Historia Uruguaya”, un libro publicado en Diciembre de 2008.

Ahora está pensando en escribir un libro sobre los OVNIs vistos a través de los 50 años de actividad pionera del CIOVI.

Si decide hacerlo, estamos listos para brindarle todo nuestro apoyo posible y entre tanto, nos sentimos orgullosos de tenerle como uno de los primeros miembros de nuestro Grupo.

A MEETING WITH ALBERT A. HARRISON, Ph.D.


Dr. Albert A. Harrison
is Professor Emeritus of Psychology at the University of California, Davis.  He is co-author of Living Aloft, Human requirements for Extended Spaceflight (1985), From Antarctica to Outer Space: Life in Isolation and Confinement (1991) and author of After Contact: the Human response to Extraterrerstrial Life (1997) and Spacefaring: The Human Dimension (2001), plus a large amount of papers.

He was a member of the International Academy of Astronautics’ SETI Committee, and of NASA’s Space Human Factor Engineering Science and Technology Working Group, and also of NIDS, the National Institute for Discovery of Science.

I contacted Dr. Harrison by e-mail a month ago, and it was very fortunate that he has to visit Washington D.C. for family matters.

Arrangements were made for us to meet together on February 1st., and this was undoubtedly a very special occasion to talk for two hours and a half with such a relevant scientist, about things dealing with life in Space, extraterrestrial intelligence, behavioral psychology, and other issues.

He was very generous as he made me a gift of two of his books that I will read and later comment on these pages.

In the meantime, he also encouraged me to write an English version of my latest book, a possibility that I opportunely will consider.

It was a real privilege to met Dr. Harrison, but even more it is to have him as a friend.

UN ENCUENTRO CON EL DR. ALBERT A. HARRISON

El Dr. Albert A. Harrison es Profesor Emérito de Psicología en la Universidad de California, Davis. Fue miembro del Comité SETI de la Academia Internacional de Astronáutica, y del Grupo de Trabajo de la NASA en Ciencia,Tecnología e Ingeniería sobre el Factor Humano en el Espacio, y también del NIDS, el Instituto Nacional para el Descubrimiento de la Ciencia.

Hace un mes, me contacté con el Dr. Harrison por correo electrónico, y fue una suerte que tuviera que visitar Washington D.C. por asuntos familiares.

Arreglamos detalles para encontrarnos el 1o. de Febrero, e indudablemente fue una ocasión muy especial poder departir durante dos horas y media con este relevante científico, acerca de la vida en el Espacio, inteligencia extraterrestre, psicología conductual, y otros temas.

Fue muy generoso al regalarme dos de sus libros que leeré y luego comentaré en estas páginas.

Entre tanto, también me alentó a que escriba una versión en inglés de mi último libro, una posibilidad que consideraré oportunamente.

Fue un verdadero privilegio reunirme con el  Dr. Harrison, pero lo es más aún tenerle como  amigo.

A WARM WELCOME TO VICENTE-JUAN BALLESTER OLMOS!

We feel honored and celebrate that Vicente-Juan Ballester Olmos, undoubtely the most relevant Spanish UFO investigator, is joining our Group.

We started less than a year ago as a germinal idea, and since then we have been growing at a slow pace because we are very selective.

More than 30 years dedicated to the issue, the publication of seven books, the winning of awards an recognitions, his initiatives and the positions he holds in local and international organizations, and his achievement to obtain the declassification of the UFO files from the Spanish Air Force are some of his best credentials.

With him we receive a big boost, and we are pleased to have Spain now represented as the tenth nation in our Group.

RESEARCH EXPERIENCE
Vicente-Juan  Ballester Olmos has been investigating UFO phenomena since 1966, he is an active promoter of scientific-oriented ufology and he is proactively focused to team work. A correspondent and  friend to the most noted figures of the field in the last 35+ years.

Mr Ballester Olmos has given frequent speeches in many UFO congresses held in Spain, France, England, Germany, and the United States of America.

DECLASSIFICATION OF THE UFO FILES OF THE SPANISH AIR FORCE
From 1992 to 1999, Vicente-Juan Ballester Olmos played a fundamental role in promoting and supervising the start and development of the process of declassification of UFO archives from the Spanish Air Force, through an active cooperation with the Intelligence Section of the Air Operative Command (now Combat Air Command).

FOTOCAT PROJECT
From year 2001, Mr Ballester Olmos is managing the FOTOCAT Project, an in-progress project from the Spanish not-for-profit Anomaly Foundation, aimed to create the largest worldwide catalogue of UFO cases where photographs, films or videos have been achieved. 9,500 cases are recorded now.

Nosotros empezamos hace menos de un año como una idea germinal, y desde entonces hemos estado creciendo lentamente porque somos muy selectivos.

Más de 30 años dedicados al tema, la publicación de siete libros, el haber ganado premios y reconocimientos, sus iniciativas y los cargos que tiene en organizaciones locales e internacionales, y su logro de obtener la desclasificación de los archivos OVNI de la Fuerza Aérea Española son algunas de sus mejores credenciales.

Con él recibimos un gran impulso, y nos complace que ahora tengamos a España representada como la décima nación en nuestro Grupo.

DESCLASIFICACIÓN DE ARCHIVOS OVNI DEL EJÉRCITO DEL AIRE ESPAÑOL
Vicente-Juan Ballester Olmos jugó un papel fundamental en promover y supervisar el inicio y desarrollo del proceso de desclasificación de los archivos ovni del Ejército del Aire español, colaborando activamente con el la sección de Inteligencia del Mando Operativo Aéreo.

PROYECTO FOTOCAT
En los últimos años, Ballester Olmos gestiona el Proyecto FOTOCAT de la Fundación Anomalía, el mayor catálogo mundial de avistamientos ovni en los que se ha obtenido una fotografía, película o video. Actualmente tiene más de 9.500 casos registrados.
